Abstract

  With the deepening of digital transformation, data has become an important asset for municipal governments, but its massive sensitive data also faces severe security and compliance challenges. This article proposes a comprehensive governance solution for data security management issues in city level big data centers, with data encryption, identity authentication, permission control, data flow monitoring, and abnormal behavior recognition as the core. This article designs and implements effective data security measures through technical means such as data classification and hierarchical management, establishment of data asset inventory, key management, and real-time monitoring. Based on empirical analysis and hypothesis testing, these measures have been verified to have significant effects in reducing data breaches, minimizing unauthorized access, controlling abuse of permissions, and improving security response speed, further optimizing data governance capabilities. This article provides a feasible security management framework for municipal government data centers and proposes suggestions for future intelligent data security governance.
